The Sub-commission of the Development of the Recovery System

The main function of this sub-commission is to disseminate information on the all forms of violence against women in Indonesia, and the efforts to prevent and eliminate all forms of VOW by encouraging the State and the general public to develop a comprehensive recovery system to fulfill the victims’ rights to truth, justice and recovery.

The recovery for woman victims of violence should not be narrowly understood. This system comprises the medical, legal and psycho-social interventions, as well as the creation of a environment which is conducive for those victims to regain their full dignity, in order to be able to make sensible decision and live their life fully as women and citizens. To this aim, it takes not only the state’s responsibility but also calls for the support and participation from the society and the families.

The effort to provide a recovery service, integrating various disciplines, has been launched by various parties. However, the tendency to see through partial responses is prevalent. It is of paramount importance that the effort to regain self dignity is comprised of a holistic multi-disciplinary approach.

Our first challenge in providing recovery is to prevent further stress and re-victimization. The most important step in overcoming the challenge is to build cooperation between service providers, in order to better provide for the victims and to offer wider need-based options. The cooperation means a clear cut coordination and realistic job sharing between institutions, including the formation of a common mechanism supported by adequate resources and contributive policies. The state is, by way of responsibility, should prepare sufficient budget to ensure that the program succeeds.

Through this sub-commission, Komnas Perempuan hopes to build a synergy bridge between the state and the society in developing a holistic and comprehensive recovery system for the benefit of the woman victims of violence. Komnas Perempuan does not limit itself to facilitating the policy-making dialogues friendly to the victims, but also encourages the policies that are contributive to the fulfillment of the victims’ rights and to help the women’s crisis centers to improve their capacities in providing services for the woman victims of violence.

In 2002, Komnas Perempuan initiated the establishment of the Integrated Crisis Center (PKT) at the Cipto Mangunkusumo General Hospital, Jakarta. This is the first of a series of hospital-based PKT services hopefully soon to be available in hospitals nationwide.

With the implementation of the Law no. 23/2004 on the elimination of domestic violence, Komnas Perempuan is actively involved in strengthening the capacity of the service providers by holding a Learning Forum. This forum has 92 providers listed as its members, governmental or otherwise, from Aceh to Papua.

To support the performance of several public-initiated Women’s Crisis Centers, Komnas Perempuan established the “Pundi Perempuan” fund raising program in 2003. To date there are 37 WCCs nationwide, which have at one or more times been beneficiaries of the Pundi Perempuan Fund.

In 2005 Komnas Perempuan held a policy study on the impact of violence on the women’s health status. The research involved the people working in public health sector, and was expected to serve as additional data for the General Surgeon to develop the policies on services, especially in the identification, medical recording and referral procedures for woman victims of violence. Komnas Perempuan also hopes that data may serve as the preliminaries in developing the health cost study regarding the violence against women.

Komnas Perempuan is currently developing a monitoring system on the access of the woman victims of violence to the integrated services, and developing a wider-sense concept of recovery that may hopefully serve as the reference for various parties in providing a recovery for the victims.
